The plot appears stochastic along the rounded y-axis (% Cloudiness) values and does not demonstrate a clear correlation between cloud coverage and latitude change. The data collection and prediction models from the OpenWeather initiative are still being developed, albeit this dataset shows instances of bias towards rigid percentage values set by the observers
